The "Planning" proposes that the "13th Five-Year Plan" should be market-oriented, centering on improving development quality and efficiency, focusing on deep adjustment and innovation, taking enterprises as the main body, and enhancing innovation, quality management and brand building capabilities. Focus on vigorously implementing the "three-product" strategy of increasing varieties, improving quality, and creating brands, improving the business environment, promoting both smart and green manufacturing from the supply side and the demand side, optimizing the industrial structure, and building intelligent and green The new light industrial manufacturing system, serviced and internationalized, lays the foundation for building a strong country and serving the goal of building a well-off society in an all-round way.

Production maintained steady and rapid growth. During the "Thirteenth Five-Year Plan" period, the added value of light industry will grow at an average annual rate of 6% to 7%, the allocation of production factors will be further optimized, and the supporting ability of the industry chain will be enhanced.

The ability to innovate is significantly enhanced. The research and experimental development expenditures of enterprises above designated size in the light industry sector accounted for more than 2.2% of the main business income. The enterprise-based technological innovation system was further improved, and the innovation of manufacturing mode, management mode, business model and service model accelerated. .

Energy saving and emission reduction has achieved remarkable results. The industrial added value energy consumption of units above designated size decreased by 18% compared with 2015, the water consumption per unit of industrial added value decreased by 23% compared with 2015, and the carbon dioxide emissions per unit of industrial added value decreased by 22% compared with 2015.

Specific to the paper industry, the "Planning" pointed out the development direction of its main industry:

Promote the development of the paper industry in the direction of energy conservation, environmental protection and green. Strengthen the efficient use of paper fiber raw materials, high-speed paper machine automation control integration technology, clean production and resource utilization technology research and development and application. Focus on the development of appropriate white paper, unbleached household paper and high-grade packaging paper and high-tech specialty paper to increase the function, variety and quality of paper and paper products. Make full use of the development of domestic and foreign resources, increase the construction of domestic waste paper recycling system, improve the efficiency of resource utilization, and reduce the risk of excessive dependence on raw materials.

Focus on the development of a new generation of pulping technology and equipment, new high-efficiency energy-saving papermaking equipment and pollutant treatment equipment, biomass-derived new materials technology and equipment, and accelerate the application of intelligence, information and robotics. The intelligent high-speed tissue machine, chemical pulp high-density disc grinding industrialization technology and shoe-type pressing technology were included in the "Key Equipment Manufacturing Level Improvement Project".

In the key engineering field chapter, the development direction of papermaking and papermaking equipment is emphasized and refined. Such as:
